No, actually it pauses and immediately restarts as soon as it gets
data again, so it'll keep chopping up. :)
Seriously, if you can't keep the buffer from depleting, then the
bitrate you're using is too high and you need to drop down.
Rebuffering will just result in long pauses every few seconds instead
of continued choppiness, but neither is acceptable imo.
