How about creating a #define FIXME_MESSAGE_LEVEL, and then setting them all to
that? Then you can do the search & replace now, and then people can go through
and manually correct the message levels as and when they have the tuits. Then
you could at least add

#define printf dont_use_printf_use_mp_msg

in one of the header files and avoid the problem being re-introduced in
future.
