I know i'm late, but i have to say again, that there are
countries where CSS (yes, CSS not DeCSS) is illegal.
One example i know quite well is Switzerland where copyright laws
(yes, the evil thing called copyright) prohibits country based
restrictions on distribution of any artwork.

If DVD software development will ever become a problem elsewhere
we can always move the servers to Switzerland.
And no, i dont think that this law will be changed easily,
people overhere (or rather overthere ;) like their code free
dvd players and are already pissed by a law passed last year
that restricts distribution of imported dvds until the 
license holder in Switzerland sells it himself, which means
code 1 dvds cannot be sold until the license holder sells his
code 2 dvds (beside restricting the selling of artwork for which
no license holder is available, like stuff from asian countries
who do not care about Switzerland)
