This particular law has been mitigated on 2004-04-01 (no kidding ;).
It now says:

"Copys of audiovisual works must not be resold or leased, if this
impedes the originators right of representation."

In english: "You must not sell or lease imported videos, if the
movie's in the theaters, and there is no official video on the local
market."
