I had a very small look at your patch.

Did you also test application switching?

For me that was broken in icewm then ...

Also I had troubles getting into fs into the first place.

I think its more important like vector pointed out to correctly detect EWMH as 
most WMs that do not support EMWH work with -fstype -fullscreen.

At least for the short term. I still hope to be able to find a 2-Win method.
