Hmm, I am not using icewm but I test it.

It seems that line

vo_x11_setlayer(mDisplay, vo_window, vo_fs|vo_ontop);

makes this behaviuor.

If you set fs from WM menu (Shift-ESC and then F) then you could 
switch windows. If you take a look at the layer menu you can 
see that fullscreen window is treated specially and has no layer indicated.
In our case vo_x11_setlayer sets MPlayer in above dock layer
so switching apps works but MPlayer is always above other
windows. So the question is how properly inform WM that apps
is going fs - Mozilla is working fine with icewm (F11 does fs and
icewm Shift-ESC menu indicates that) ;-).
So patch is not quite bad but we should improve it.
