This, at least, already exists. Look at the console from which you ran
mplayer. The last line will be like this:
A:1213.5 V:1213.5 A-V:  0.002 ct:  0.116  30338/30338   4%  3%  0.8% 0 0 0%
Those first two values are the positions, in seconds, of the audio and
video. So, I could exit and restart with -ss 1213 to get to the same
place.
