Unfortunately, I think this is correct - In addition to the technical
discussion on motion compensation techniques, etc., the other major
thread on the Tarkin mailing list seems to be "Hey, why don't we 
develop this under Apple Quicktime!"  Not everyone on the thread AGREES
with this, but nobody seems to be even considering the obvious(?) step of 
"whipping up" some standards and utilities for working with the Ogg
file format and video...

The "Ogg Tarkin" project, at this rate, may totally ignore the "Ogg"
portion of their name.  This may be just as well - I'm guessing it'll
be years before anything useful outside of academic studies comes of the
Tarkin codec itself at the rate its going (though at least the technical
discussions seem to be getting lively again, so the end result - eventually -
may be really nice).

I'd STILL love to see some readily available tools for [de]multiplexing
other video codecs into Ogg (rumor has it that its design should make
synchronisation of audio and video rather simple, and I get the impression
that the Ogg format is excellent for streaming data [Ogg audio/video for
ffserver, perhaps?]), but as I'm not in a position to do it myself, I don't
know if and when that'll ever happen...)
