The syntax is "mencvcd outfile mencvcd_options mplayer_options" (input 
filename is an mplayer option). I do not understand how that command you're 
using can work to the point it does for you...

Slowness is quite normal, you'd need a zillion ghz cpu for realtime encoding 
with mpeg2enc.
