don't know what mplayer can do, but cron would be a solution or 
at (-deamon).
-f option make at read from commands from a file,
so "at -f somefile 22:00" should work if somefile contains 
"mplayer -dump..." (not checked myself).

see "man at" for details.
for stopping mplayer you could use "at 23:00 -f stopfile" with
stopfile: kilall mplayer
bit rough, though.
