mosu at callista:~$ dpkg -S `which mp2enc`
mjpegtools: /usr/bin/mp2enc

mp2enc is part of the mjpegtools package and not part of MPlayer.
Install your distribution's mjpegtools package and you should be fine.

It would be nice if the mencvcd script did a check for needed
executables and print out appropriate warnings... Perhaps I'll write a
patch for this.
