How do I go about including subtitle files in a video stream?

# mencoder -of mpeg -ovc lavc -lavcopts vcodec=mpeg1video:vbitrate=1000 -oac 
copy -vop expand=480:480,scale=480:250 -sub Wasabi\ \(French\ dub\).srt 
Wasabi\ \(French\ dub\).avi -o wasabi_svcd.mpg

doesn't include the subtitles.
