i think that most users will have some sort of xml parser that 
understands xslt and there are many standard formats using this to 
generate all the documentation.

you could also look at SGML(which is kinda the same thing but kinda not) 
as i know several projects use this.

there is that docbook stuff too but i dont really know anything about 
that...
