Yes, this is a problem of ffmpeg(libavcodec) ffwmav2 decoder.
You should report to ffmpeg-devel (see ffmpeg.sf.net).
As a temporary solution install Win32 codecs (dmo package
would be enough for this task), and use
 mplayer -afm dmo <your_url>
