Well there are (possibly many) standalone utilities to do this 
(e.g. ac3dec IIRC) but it's exactly the same thing which is done
by mplayer itself ...

By the way, AC3 audio is _usually_ not simply stereo (although
it can), it has usually more than 2 channels (e.g. on dvd, it has 6).
