Because most XviD decoders don't support it. The first XviD release (not
even officially 'stable', although in practice it is) that supports B-frames
at all, is from April this year.
(BTW this is a problem with a lot of present MPEG4 profile 0 based codecs.
Very often they don't support B-frames, which makes it very hard to do
framedropping on slow CPU systems. 'Funny' thing is that MPEG4 was also
intended for the mobile market, where such slow-CPU situations are not
uncommon.)
