Yes and no.

The original quantizer tables will be gone, so it won't do as good a
job, but it's better than if you cropped at non-block boundaries at
least. You might be able to improve the results by guessing what the
original quantizer was (if the huffyuv came from mpeg-type source
originally; otherwise using these postprocess filters makes no sense)
and specifying it with the "fq" option to pp filter.

Keep in mind that pp filter's deblocking and reringing are intended to
remedy encoding artifacts from mpeg-type compression, not as general
noise removers. If you want to remove analog noise, you should use the
hqdn3d filter.
