Sorry I meant why "scale=-1:-2,scale=w:h" thus why type "scale" twice. I did not
mean why type the width and height options after "scale="  ? That's what I
understand from your answer.


Thus why not only "scale=-1:-2". What does "scale=...,scale=w:h" add more?
