you need the librarized version of toolame:
http://users.tpg.com.au/adslblvi/toolame/toolame-02m-beta8.tar.bz2
compile, then recompile mplayer with 
--with-toolamedir=<PATH_TOO_SOURCES>/libtoolame
and recompile mplayer
