Either you didn't explain your problem very clearly or those people were
clueless, too, because these tips are irrelevant in your case.
That's interlacing. You need to apply a deinterlacing filter if You want
to watch that DVD on a monitor without these artifacts. Read the
documentation and search this mailing list archives to find out about
filters.

That's because most video files are not interlaced. TV and sometimes
DVD material is. I'm not an expert, so I won't go into details, but
I think I haven't made any mistakes in the above explanations.
