Yes, it wouldn't be able to do everything itself.  However, you could
supply it with crop dimentions, and it could round those down as
necessary to match the codec, and other parameters (eg, if you are
scaling afterwards.)

Well, I was just thinking out loud.  Perhaps it's not such a good
idea...
