What specification is this, that redefines bitrate?
To be fair, if you tell lavc (or any other lossy codec I know of) to
encode a 100x100 pixel video at 2 Mbit/sec, it would end up smaller than
a higher resolution video. But that doesn't mean that a bit has been
redefined. It just means that the codec has saturated (can't produce any
higher quality) and didn't give you the bitrate you asked for.
