If you use a TV capture card, mencoder has the advantage of built-in
video filters (i.e. denoise3d) you can apply on the uncompressed video
before compressing it to mjpeg or keyframe only mpeg.  The downside is
that libavcodec doesn't support yuv422 for mjpeg/mpeg.

Creating DVD-compatible mpeg2 also works with mencoder/libavcodec, but
may be a bit challenging due to the lack of presets and all that tunable
parameters.
