Sadly, no. The process for cropping is that the picture is taken,  
decompressed, scanned, cropped, then needs to be packed away again.

Well, you can dump it to an uncompressed file, but if you want  
MPEG-4, you're out of luck unless you're willing to live with  
recompressing the video, which will yield sub-standard quality. If  
you do go that round, I definitely suggest that you use two-pass  
encoding.
