During my `experiments' I also tried using CBR. For me, it made no
difference.
By the way, I also tested two different versions of liblame
because I had 3.96 but then read about some bug and downgraded
back to 3.90; but that didn't help either.

I see, vhq seems to be old, maybe I can simply drop it.

But what about the frameno thing? Isn't it obligatory if I want to
create multiple audio tracks and mix them to the video in the end,
resulting in one stand-alone movie per language?

Well, I know pre5 is not brand-new but as it was such a huge
effort to find out a method that meets my requirements and results
in a perfectly synchronous audio track I didn't move on to pre6
and pre7.
