Uhh... mplayer -ss 00:04:24.004 -endpos 00:00:00.008 -vo png

MPlayer was never really meant for that. Just calculate the length of  
a frame (this all depends on the frame rate) and tell MPlayer to  
start at your frame, and end one frame later. Or use a non-overlay  
output (like X11 instead of XV) and take a screenshot. It's probably  
easier to do it that way.
