That's odd.  It compiled right out of the tar for me
on MinGW, wheras I had to make some modifications to
get it to work on cygwin (path in a macro for llrint).
 

Granted I was trying to build the MinGW tree on cygwin
(downloaded the sources I needed in the long run, but
first tried building under the environment I already
had installed)

The only thing I found really wrong with the MinGW
instructions is that the links for the MinGW downloads
weren't quite right.

That said, finding files on sourceforge, and building
unix-type software in general, do benefit from
previous experience.
