in DVB pid 17 contains a table: SDT with a well specified format,
thus if you find it and it doesn't give parsing errors the stream
is surely DVB; moreover there are also various descriptors in the PMT
and in other tables that can disambiguate the S.I. format;
I'm pretty sure there's some mechanism similar to that in ATSC, although
I never read the PSIP specs

uhm, generally 24/30/60 fps are used in ATSC, while 25 and 50 fps are
DVB-specific,
but it's just a rough approximation
