Point taken.  However, vf_decimate is looks like a fairly simple filter,
and shouldn't be difficult to get it to do the inverse if anyone is so
inclined.  Though you will probably also end-up losing the first frame
of (normal) scene transitions.

That should be taken care-of by re-encoding the video in the
process, setting -ofps accordingly...
