No, you have to recompile.

There is a library. I don't know if it is available in .deb format.
It might not be, because such build would be non-redistributable
due to restrictive licence of the reference AMR decoder sources
used in that library. So, until someone writes a free AMR decoder,
you're stuck with compiling what's available on your own.
