The texture[] array reference the textures bound to the texture units.
See e.g the MultiTexCoord OpenGL function.

That is documented in the spec you mentioned above, e.g. in section 3.11.4

No, texture[0], texture[1] and texture[2] are already in use for the
video data (Y, U and V component respectively), the custom texture
is in texture[3].
