I thought there is an OpenGL extension doing this, or was I misinformed?
(Assuming we are talking about Nvidia Quadro, it would be nice if you could
explain how it could be done, I did not really find an explanation.)

You do know that there are video filters in MPlayer that do exactly this (and a
few very hard things at the same time)?
