As you noticed, that fixes only half the problem, you still need to
compile.

If by "correct" you mean adding support for V4L2: sure, having a report
is good, but I doubt anyone will fix it.
The probability that someone will both have the ability to implement
a fix and have access to hardware to actually test it is very low.
The required changes are close to, but not completely trivial so it's
not possible to do without being able to test.
However when it comes to being able to compile V4L code in general,
I think that should be a request to e.g. your distribution,
it should for example add a v4l-compat-dev package that provides
videodev.h header suitable for compiling old programs.
