Are you trying to re-encode /dev/video0 ?
That should be possible with ffmpeg.
ffmpeg -f v4l2 -i /dev/video0 out.m4v

Or do you want to play a file (video.m4v)?
That should work fine with 
./mplayer /root/apps/testseq/video.m4v

Or do you want to playback from a video4linux device?
Then try mplayer tv:// (with some -tv options)

Sorry, but above command line makes no sense and 
I cannot tell what you trying to do.
