The reference decoder agrees with FFmpeg that the stream 
contains an error:
"Invalid startcode emulation prevention found."
(I know this does not answer your question but since the 
reference decoder and FFmpeg share no code and are both 
tested since several years, there is some probability 
that the stream is indeed buggy.)

It is not unusual for h264 files (what is a dav file?) 
that FFmpeg cannot produce produce timestamps, this 
is (still) a FFmpeg limitation, patch welcome!
