It almost always can be built against either the release before or after.
That is even true for the 1.1 release.
It could of course be managed and documented better.

Only if you ask it to/allow it. Without it you lose *spp and mcdeint
filters. Otherwise, no. And the only "etc." I can think of is that
you will need the libavutil/86/cpu.h header because I don't want to
duplicate it.
