It's not (as far as I can tell and the error is bogus:

Happens in the sample clip available 
http://www.pchdtv.com/ -> downloads -> sample clip 

(and almost anyone playing it will likely need to use -framedrop)

As far sas I know, europe and the US use the same formatting for (H)DTV.
