That would probably true. However, the hardware I use to receive the original 
signal, a satellite decoder, is far from my computer. Therefore I record it 
on tape first, and then use my VCR to feed it into mencoder; could it be this 
extra pass to introduce interlacing?

I am too starting to think they made some silly thing converting voyager to 
PAL, as they did with DS9: every time there is big movement on the screen, 
such as when the entire scene got panned, there are two frames which seems to 
be normally interlaced, and then the third one differs more than twice the 
other two, creating a bad looking effect, like watching a film without motion 
compensation on a pentium 100, or something like that. Deinterlace that, and 
the effect gets only much much worse. By now I am keeping it as it is, but it 
is bad to watch.
